Ummmm, I didn't mean that you don't have experience.  I said, I "doubt that you have really had the experience to deal with kids like this."  Few people do.
Another thought is that these kids seem to have a routine down.  Are you there when they wake up?  I would try and get a different morning routine going.  Also the fighting over toys should be stoppable.  Standard is you fight over a toy - the toy is gone.  Always return it the next day or sooner.  Be real consistent with this.
And along with the book(s) i mentioned about hitting.  Kids need to be shown how to play.  Get down and play with them and model fairness, etc.  Good luck!

First question is how long have you been babysitting them?  It takes at least 3 weeks of consistant, immediate reinforcement to change behavior (and thats only for one behavior).
You say no discipline works.  Unfortunately, the discipline that you are talking about is yours and the parents - and you are right, its not working.  You are only 21and I have tend to doubt that you have really had the experience to deal with kids like this.  But to answer your question, ya they could have ADHD, but right now they sound like all the posts I read on the child behavior forum about "my out of control 5 year old."  These kids are only a year apart.  They have had 4 years of learning how to get attention.  My guess is that the parents have been pretty absent most of the time.
So recommendations:  The five year old is certainly old enough to be in preschool or even kindergarten.  Divide and conquer!
Second, you are there friend.  That is really wonderful and can be a big help.  You need to get the kids outside and run them as hard as possible.  Wear them out.   Also there are books meant to be read to the 4 to 7 year old age group.  A good start is "hands are not for hitting", found here -
       http://www.amazon.com/Hands-Hitting-Ages-Best-Behavior/dp/1575420775
There are a bunch of other really good books listed below that one if you scroll down the page.
Finally you need to find a discipline method that works and stick to it.  One I recommend a lot is found in the book, "SOS Help for Parents," by Lynn Clark.
If after several months of trying these things, they are still out of control, then buy the book, "The ADD/ ADHD Answer book," by Susan Ashley.  But, I don't think you will need it.
You have a chance to not only make a huge difference in their lives, but also in your own abilities to help people.  Spend some time, do some research - it will pay off!   Best wishes.  And feel free to post if you have any more questions.
