Tiny bumps on face

My daughter is 18.  She has developed tiny bumps all over her face.  They do not have heads, they are skin toned.  Any suggestions on why they have developed and how to get rid of them. She's using Proactiv currrently.

It sounds like a mild case of whiteheads, which are essentially blocked pores under the surface of the skin.  If the whiteheads surface, it will be in the form of blackheads or white pustules.  

Proactiv should help, but on some types of skin Proactive can make the skin drier and tighter, which will worsen the blocked pores.  If this should happen, a quality facial moisturizer day and night will help keep the skin supple to allow topical medicines to get into the pores.
