Doctor Needed- Tiny bumps on skin after pollen allergy many years ago

Hello,

I have a small reddish patch of tiny bumps on my skin right above my chest at my neckline.  My mother says this patch of bumps appeared after I suffered from an allergic reaction to pollen where i was covered in a big rash as a child.  Now 10+ years later this small circular patch of bumps is still there on my skin.  Sometimes I get in the habit of itching it but it always heals in this same bumpy pattern.  I have no idea what this condition is but I would like to know how I can get rid of it.  

Any help or thoughts would be greatly appreciated.
