Is this a skin allergy?

Earlier today, it was raining hard and I have no choice but to walk. Raindrops touched my skin and now I have this one small hump on my skin. It's pinkish and I think there's water inside (I'm not sure). I just want to know if this is allergy or not. (and if it is, what should I do to remove it?) Thank you.
