Can Baclofen manage osteoarthritis of the lower back?

My sister, 61 years old, has scoliosis and severe osteoarthritis in her lower back. She endures debilitating pain.

Since she is an alcoholic, she is not a candidate for traditional pain killers or opioids.

1. Would Baclofen be a possible treatment for managing her pain?
2. Is it possible that Baclofen might have a secondary, off-label, benefit of being a possible treatment for the alcoholism?
