Yes, it is normal. Can he follow directions? If so just remind him about privacy. It does seem like something to speak to his therapist about (if he has one).
What is hard is that if my 8 year old does it---- I say knock it off. Harder with an autistic child to do this. In reality, this is a problem with kids on the spectrum as discussed with our occupational therapist. I would talk to your intervention team about the problem to help get ideas on how to curtail it. good luck

Yep, agree with Annie. At some point you may have to mention that it should only be going on in private places.
So you are thinking that since he is autistic, he is not going to behave like most other 8-year-old boys? They do find their parts and play with them.
