I too have an old (15 yrs) neck injury. Recently finished PT for a flare due to a fall and ended up having traction on a decompression machine after weeks and weeks of PT were only dulling the pain. . It was the BEST thing. I know have a home traction unit that is similar to the decompression machine only portable. Now I use that when I have a flare, take Lodine daily, use ice and heat when need be and am going to the YMCA and using weights and exercising. Took me a while to build up to where I am but it helps a lot.
I'm not sure, but happened upon your post as I , too, have a 20+ yr old injury to my neck from an auto accident and to this day sometimes it flares from not sitting right while working at the PC and can really hurt so much. But, I'm not sure .. my first thought is to see a good Orthopedist?
