Hi!
Since the chest pain comes and goes, you must get a ECG/EKG to rule out heart causes. WBC and neutrophils can rise in heart related causes too.
Chest pain that comes and goes can also be due to costochonditis, and a likely diagnosis as it responds to pain relief gel.  The inflammation around the joint area gives sharp pain on taking a breath. This can also cause tenderness on pressing the area which pains. The WBC could rise due to persisting inflammation. An orthopedic doctor can diagnose this for you. Generally there is no cause. However it can be due to infection, blow, injury, or fibromyalgia. It usually goes away on its own. Otherwise it can be treated with muscle relaxants, and non steroidal anti inflammatory drugs. You can apply a local pain killer gel or cream and avoid pressing on the area. You can also use a heating pad.
Please consult your doctor regarding this. Take care!
