Lying is caused by many a thing like the previous posters have mentioned. Have you or this person gone to see a doctor? It's really hard to answer with no information.
The problem is that if we are lying then we would be lying if we said we were lying I think.

No. I don't believe so. My oldest son would lie as soon as he could speak. I preached to him endlessly about it. He would lie when the truth wouldn't have got him in trouble, it was second nature to him. He has since been diagnosed (in absentia) as a charasmatic sociopath - THESE people lie pathologically. However we are more prone to have anxiety disorder as well as B.P. and I do think that fear causes one to lie more.
