Do they usually do a biopsy for a BIRADS of 4A?

I was told I have microcalcifications that have increased since my last mammogram.  After a second mammogram, the radiologist said I needed a biopsy even though the area was "probably benign,"  but then classified my BIRADS at 4A - Low Suspicion - when the report was sent to my doctor.  Did they change the classification because I turned 60 this year?  Are they just trying to make money?  The breast center will charge me $1,000 out of pocket and that doesn't include the Radiology or Pathology charges.  This is a burden for me financially so I want to make sure I really need this uncomfortable procedure.  I am also horrified that everyone thinks it's just great that they will put a chip in my breast.  Has anyone done an actual scientific study on the side effects of the chip several years down the road?
