Yes, often... when biopsies return with "inconclusive" findings, the logical approach would be to undergo a surgical biopsy and/ or removal of the lump in question... along with a bit of surrounding tissue. Such biopsies, in my opinion, render more definitive pathology results.
I had breast microcalcifications biopsied the same way... fist, via stereotactic/ needle aspiration (which rendered inconclusive findings). Then, I had an excisional/surgical biopsy (which returned with benign findings).
So, it's really hard to say what the nature of the lump is without benefit of a comprehensive biopsy report. Just keep in mind that many abnormalities turn out to be of a benign origin.
