Cat Jaw injury

I have a cat who bit through his tong and is missing his lower fang. He is an outdoor stray I have been taking care of.  I read that cats can get this sort of injury from a jump where they hit their jaw. He can't seem to eat or drink. His tong is split on the side, but he can lick his nose. He is salivating. He can't seem to eat or drink. I finally could take a closer look today.  His upper fang is on the inside of the lower fang he still has. I think his jaw might be dislocated, but when I feel the jaw it feels like it IS in place. I do not want an expensive vet bill if this will clear up on it's own or if I can push his jaw back in place.  From the description can anyone tell if it's jaw or just his tong and missing tooth that is the problem.

It is probably both.  His jaw may be broken and with his tongue being lacerated and his teeth broken and misalign due to the jaw injury, he is not able to lap (due to the tongue injury) or chew (due to the jaw and teeth).  Even if all of this heals on its own, it is likely he will die of dehydration and starvation before it does.  The cat either needs to be treated by a vet (which will be quite expensive) or you need to take him to a shelter.  Having him euthanized would be more humane than letting him dehydrate and starve to death.

gee that is so good of you to try to help this poor kitty, but without seeing theres no way anyone here can be of much help, we are only cat owners ourselves and not Vets.
Please do not try and position the jaw yourself, cats jaws are so small you could easily dislocate if its not already...or break it.
I think it sounds like more than a tongue injury if kitty can't eat or drink and if he's not eating he will very soon become really ill. cats get whats called 'fatty liver disease' a condition that develops very quickly when they refuse food, and this can be fatal quickly.
I hope you will find it within your means to take this poor kitty into a Vet to be examined properly, there are some ideas on how to get help with Vet bills.
