Concerning sexual behavior in a 3 year old

My 5 year old stepdaughter has had consistent and persistent worsening sexual behavior over time. Her mom and dad both feel its nothing to worry about and is normal behavior.  At three, she tried to insert a pen into my daughter's vagina just two hours after they had met.  That same day, while I was going to the bathroom, she ran up to me and made tickling motions on my vagina, and I explained to her how this was inappropriate.  Over the time I have known her, she masturbated excessively, described to me how to have oral sex with her father, asked her father to "tickle my privates", tried to initiate a "come get my privates!" game with her father while pulling herself apart, pulls down her panties and pulls her labia apart and asks her father to kiss or tickle her there, etc. I know she had not witnessed any sexual activity in my home because my now ex-husband had an extremely low sex drive. My opinion is that she was definitely being sexualized.  The problem is that child protective services evaluated her and concluded that no sexual abuse had occurred, and her behaviors were "normal", per their "experts", and now, even after recently divorcing my ex over this, I still can't fathom how such a young child would have had such advanced sexual knowledge without someone having had shown or done them to her.  Trust me, I did everything in my power to help her, only to encounter many dead ends in the system, and to then witness her worsening behavior.  Am I overreacting?

I was sexually abused at that young age myself and there is no way that other than being shown and taught that a child does such behaviors she is certainly being abused by SOMEONE! don't give up get soemone too listen too you this child needs help.

Suffice it to say that this girl's behavior is far outside the normal spectrum, and the only reasonable explanation is direct exposure to such sexual behavior. Either she was exploited sexually herself or was witness to sexual behavior in her presence or via movie, video, etc.
