Inappropriate behavior from my 6 year old

I adopted my 6 year old daughter 2 years ago, from which she was surrendered by her mother who neglected her, possibly abused her, and she was malnurished. She been having some behavioral issues lately. She's constantly lying and recently I have had a couple occassions where my boys, age 3, have come out of her room naked. In on incident he came downstairs whining, naked, and covered in lip gloss. She wrote in lipgloss all over his body, including his anus and his penis. I'm very concerned about this behavior. I can't even trust my other 4 children to play with her. I have had mulitiple talks with her as to why this is wrong. She acts as if she has no short term memory, everything I tell her she forgets. I don;t know what to do Any Ideas?

She should be evaluated by a pediatric menatl health professional, such as a clinical psychologist, clinical social worker or psychiatrist.

Yes. You should have her evaluated because she is showing signs of emotional disturbance likely secondary to the inadequate parenting she received in her early years. Without intervention there is no reason to be optimistic that this situation will improve.
