Rubbing vagina

My daughter who is 4 years old has just started school recently. She has often been rubbing her vagina with her hand or other objects especially when she needs to go to the toilet. Now that she has started school she seems to be rubbing herself in the classroom which is rather embarrassing for me. I do not really know how to get her to go to the toilet when she needs to. I am so concerned about her. She is a little shy and doesn't like to ask if she can go to the toilet. Please could you suggest some way of helping us. I am really desperate. My husband wants her to stop going to school. Please help.
