Normal exploring or molestation?

I recently found out that my sister found our baby sister (4 years old) naked in a bed together with her cousin (boy, 8 years old). They were apparently touching each other's "private parts". When she asked our sister about it, she was very embarrassed, and said our cousin told her he would let her play with his toys if she did as he said. It should also be mentioned that the boy has several times played a game where he would fantasise about how a woman's breasts would be visible if he sprayed her t-shirt with water.

I have also now caught our sister masturbating twice. Once in public. She is very embarrassed about this. When I spoke to her about it (carefully), she said that it made her feel good.

I am very concerned about this, and unsure if this is just normal sexual exploring, or border's on molestation. I have spoken to both of the children about this, explaining that this is not normal, and that they cannot play like this again, but I am worried about any future implications this might have for them.

I would keep an eye on them both, you have done the right thing by speaking to them both, especially the 4 year old! I don't condone 4 year old's masturbating behind closed doors or in public. If she gets caught at school in the toilets you will be held responsible, she needs to know it is not right, at this age they dont know what they are doing...The 8 year old needs to understand that this behaviour towards his younger cousin is unacceptable, explain about Incest and make it sound really horrible that only strange and odd people do. Not saying make him feel odd though reassure him that he is none of these characters and will be fine providing he dosn't do it again. Hope this helps!

It sounds like pretty normal sexual exploration to me,  although they need a lot more supervision when together.

The 8 year old is describing a "wet t-shirt contest" which lots of adult men indulge in,  and pay for in bars.  It's not deviant,  except it's terribly immature.  It's immature like something a normal 8 year old would think about.  

As far as your sister goes,  masturbation does feel good.  She just needs to be taught that if she wants to do that she needs to go somewhere completely private because that's a private activity.
