Seven Year Old Boy and Friendships

My seven year old son is by all accounts happy, he does well in school and the teachers love him because he is a great rule follower.  However, I believe he struggles in making friends outside of the classroom because he does follow the rules so much that when kids play a game and don't follow the rules etc. he gets upset.  I have been pushing for him to have a friend over and this seems to stress him out, I am concerned that he doesn't have a "friend" to ask over even though he is very friendly with kids at school.  Suggestions on how to handle this - should I push him to have friends over or let him go about it at his own pace?
