Unreasonable Behaviour for my 9 year old son

My son is 9 years old more than often he seems to wee him self he says it's because he could not control it due to say his brother tickling him, making him laugh etc, he's done it in school and I have been taken aside by his teacher to discuss it. Just recently I was horrified to hear whilst I was in work, his Dad had taken our sons to a local super market he left them in the car whilst he run in for bread when he returned the same 9 year old had soiled himself and didn't know what to do so he throw it through the window on to another car parked by. My husband was so cross as you can imagine and had to retrieve soil with wet wipe. When asked why he did this he said I was desperate and didn't, know what to do. My husband said you could of got out the car and gone into the super market toilet but he just looked at him and smirked! I discussed with him about this behaviour and that it was unexceptable and I punished him with the usual ( confiscate various Gaming machines etc). But really he's been taught manners what was he thinking! Any ideas?

I think that the very first thing you should do is have your son evaluated by his pediatrician to rule out medical problems that could be contributing to this behavior.  Should there be an underlining medical problem, discipline will be counterproductive.
