Why Isn't she developing? Is there a major health problem or is she just lazy?

A friend of mine has a 12 mo old daughter. She just recently brought her to the pediatrician for her regualar 12 mo check-up and the doctor is now encuraging further testing be done on her daughters motor skills. The doctor told my friend that her daughter has "low muscle tone" and will need the help of physical therapy and in three months if there is no improvement they will follow up with an MRI. I have searched high and low on the internet for something about her condition and I have yet to come up with anything related.
She is not walking, in fact she is not even crawling yet. My friend said when she puts her into the crib at night she just stays in the same place she put her in, does not move around or roll over. She does have very strong adominal muscles though, she can pull her head up to her chest to see over the crib bumpers as to see who has come into her room. She does not roll over, or stand up on her own. She cannot pull herself up into a standing position, but if you stand her up against something she will stand there for a few minutes but then her legs will give out and she will fall down, when she tries to get her to walk on her own, her muscles tense up. But she can get her to walk if she holds her under her arm pits. She does sit on her own, but the doctors say that she is not sitting the way a 12 month old should be sitting sit(they say she is shaky), she also cannot go from a sitting position to a laying down position or visa versa. She also points her toes alot and was told to have a very high arch in her foot. Overall the doctors say she is in the developmental state of a 6-9 month old.
        My friend does not work, she is a stay-at-home-Mommy and tries to encourage her to do all the things she is supposed to be doing, but with no success. The doctor has issued her to have physical therapy 2-3 times a week (which has not started yet, they just went to the Dr. on July 6th). As well as being seen by a neurologist. They said that they are going to be testing her for premature cerebal palsey in 3 months if no progress is made. My friend is a nervous wreck, being that this is their 1st and only child, along with cerebal palsey being in her family....Her cousin is restricted to a wheel chair due to cp.
My question is, by what I have told you already do you see a major problem? Is it just that she is lazy or that she definetly has a diagnosed problem?? And do you think she can be cured through physical therapy??? I greatly appreciate this information....

my daughter has hypotonis  it is low muscle tone and sometimes it can cause a problem sometimes it dont  with my daughter she was a little delayed she did not roll from back to tummy until 6 1\2mo and did not sit until almost 9mo off age.  so dont get discurrage every child is different just be patient i know it is difficult it will be ok just remember she is very special and kids with problems in one area tind to excell in others

My daughter is 7 months old and is experiencing some of the same symptoms.  At her 6 month check up, my ped said that her head was growing faster than he would like to see it and she is not developing as most other kids do.  Her eyes also are set in a lower position and you can see the white at the top of her eyes.  We went for a CT and it showed that there is fluid on her brain.  First they thought hydocephalus but she shows no other signs of it.  The neurosurgeon said that she was lazy and wanted a PT and OT assessment done.  Following these assessments, the neurologist ordered some blood work and urine test and a MRI.  Still waiting for the results.  I read on the lab sheet that the possible condition was hypotonia.  I never had heard on this.  Still don't know what it is.  I am looking for anyone else who might have some answers.  Please reply back.

So, Do you think there is a name or diagnosis for what she is going through...Do you think she has signs of CP? What about Hypotonia....Does that sound like anything above? Thanks for all your help!

Dear Ms. Byram,

Children are not by nature lazy. There is a normal developmental thrust that propels children to develop progressively in the motor, cognitive, social and emotional spheres.

The pediatrician is correct in viewing the child's lack of motor development as a problem, and the plan he has developed sounds sensible. In other words, the problem is being addressed by the proper specialties.
