crying fits

I have a student 5 years old we’ll call Johnny.  Everything was normal with him in every way. Then for the last month and a half he has digress in his behavior tremendously.
He will now cry a scream whenever he is told “No”.  
He now sings and talks to himself and will not stop except for 2-3 minutes when told to stop.
He cannot or will not sit still.
One day if he is corrected he screams and cry, the next day he will laugh when he has done some wrong.
He become angry and throws objects at other students.
On the other side; he has a brother that is autistic we’ll call Billy. The mother seems to favor Billy to a point that it is not good for him. Johnny has to give up some of his stuff so Billy won’t scream and throw a fit. This is what I have seen. The mother does not see anything is wrong.
I think Johnny is trying to mimic Billy actions to get some form of attention. Not sure does anybody else have an Idea?

The apparent regression invites evaluation by a pediatric mental health clinician. Generally when children are developing normally and then rather abruptly show disorganized behavior of the sort you describe, the unsettledness is correlated with disruption/change in their environment.
