Your daughter is normal she is experimenting and she could have found out by maybe adjusting her underwear or scratching that area from sweat and found out it was good to touch..im 9 years old and love to masterbate all the time and just the other day i had a sleep over with my friends from school all aged 9 and we experimented each others vaginas and we loved it my friend even got her sisters vibrator and i used it and my vagina went all wet and good. its normal to masterbate and watching porn also helps. It's perfectly normal for your daughter to explore her body and the different sensations she can get from stimulating certain areas. Kids are smarter than you think; they don't necessarily pick up masturbation from somewhere or somebody. Sometimes, they just  discover by themselves that it feels good to play with their genitals. My little boy is eight years old and he plays with his penis all the time and as long as he's not doing it in a public place, I don't mind at all. If I were you, I would not make a big deal over it and just tell her that there is nothing wrong in what she is doing, but that she needs to do it in a private place such as her bedroom or the bathroom.
