potty training

We have a 3 yr old daughter that absolutely refuses to poop on the potty. She is now wearing panties during the day and does fine with peeing but all day long she whines because her belly and bottom hurt. We ask her if she needs to go poop and she says yes and sits on the potty sometimes up to 2 hours but still wont go. She has held it in for up to 2 days but usually will only poop at night once her pull-up is on. we have tried everything from bribery to the whole chart thing and have even bought her toys and sat them where she could see them unopened while on the potty trying to encourage her to go. She has only went on the potty once and it scared her and hasn't went since. When she goes in her pull-up its a big hard ball basically. I'm worried she has something else going on and was considering asking her doctor. Any ideas on what to do?? Is she too young for a laxative?

Take her to a doctor she could have a problem with her bowel if it continues longer!!

Talk to her pediatrician, look up encopresis, please don't let this go on or it will distort her colon and give her real problems in the future.  In the meantime, put her back into pullups!
