Remember that she is in a time of transition between infant-type eating and toddler-type eating. One of the things children learn at this age is to feed themselves, and now you can be having her beign to use utensils to eat. You are right to think that her habits now are associated with her learning to eat on her own. Whole milk, by the way, is a good thing for her, but cotinue to expose her to new food items.

Yes, it's normal. Ignore the reaction and carry on with whatever you are doing. Paying it any attention will only serve to reinforce it.
