Unable to lift elbow using shoulder muscles

A relative of mine had an accident some months ago which has caused the shoulder to elbow to be almost frozen. She  is unable to lift both her hands side ways or front more than couple of inches. She has already been through Physio, massage, laser therapy but so far no satisfactory results. After the accident there was not much pain in the back but slowly the muscles or cells succumbed and gave up on movement. After months of going through Physio, massage, laser therapy there is only some inches of progress, nothing great. Can anyone suggest what could be the possible issue and whether it is related to Neuro or Physical therapy ?
