Diet won't get you there depending on your goals. Your diet only accounts for 10% of your serum cholesterol levels so a 10% reduction would be the bets you could hope for by eliminating all cholesterol. Exercise helps because it helps increase the level of your HDL, the good cholesterol. HDL binds with LDL and returns it to your liver to either recycle it so less is created or eliminate it from your blood. That too depends on you, your numbers and your goals. I need to know more about you to really give you a good answer, your age, gender and LDL level as well as total cholesterol.

Limit your intake of foods full of saturated fats, trans fats, and dietary cholesterol. Eat a lot more fiber-rich foods (especially soluble fiber from foods like beans, oats, barley, fruits, and vegetables).

Reduce your sugar intake as most of the cholesterol is made by your liver. If you reduce sugar then sugar spikes get less and thus less cholesterol is need to be made to purify blood.

I don't follow what you're saying at all. Sugars and empty carbs that metabolize as sugars create elevated triglycerides, not much impact on LDL though. Not sure what's meant by purify the blood.
Most of the cholesterol is made in liver itself and not from external foods. Cholesterol is needed for digestion and for many functions. So if the food intake is mostly sugary and starchy ones then liver need to produce more cholesterol. My be its the reason to stop beer and other alcohol drinks which contain sugar in high quantities which in turn ask liver to make more cholesterol and lead to fatty liver diseases. So in lower amount too sugary foods can raise cholesterol levels and its better to limit such foods. Not sure if its limited to Triglycerides. Anyway cutting sugar and starch rich foods is beneficial.
Sugars do not increase LDL cholesterol, nor do empty carbs like bread, pastas and alcohol. These have very little impact on TC unless in the presence of small particle LDL, even then it's not much of an impact. To lower LDL cholesterol by diet means eliminating fats, not sugars. Diet only plays a roll in 10% of one's cholesterol levels, beyond that it is necessary to reduce how much is created in the liver or how much is eliminated via HDL. Both will normally require medical intervention.

Lots of exercise and good fats.   Fish oil, fish and olive oils in cooking.   Oat meal is supposed to be good, also.

Oats contain lots of starch which raises sugar and in turn increase cholesterol.
