question about panting

my 8 year old dog was diagnosed a year ago and was doing okay until a couple of weeks ago when she started panting all the time even when trying to sleep.  She kept getting up and she would show signs of tremoring when she would lie on her side.  She also has lost her appetite and is weak in her hind legs.  Is this panting a sign of advanced - end stage kidney disease?  Also how do you get appetite stimulants in a dog who won't eat? i hate to jam a pill down her throat
