Post Flu Cough more than 1 month

My 17-yo son had a flu at the end of March.  He had a fever which went away after two days.
After that he had dry cough.  He went back to school after 3 weeks of school holidays.  2 days later, he came back home with runny nose and chesty cough (with clear phlegm) ever since.
Brought him to see the doctor.  He said his lungs were all clear and suggested him to use the inhaler (with steroid) although he is not asthmatic and not allergic to anything.

Is the inhaler safe?  How common is it?
Or should I just wait and see?
