Only after a thorough clinical examination I can comment on your problem. But as far as anal fissure is concerned, the features include -
1. It is a very very painful condition. The act of passing motion is sometimes described by the patients as like passing razor blades.
2. Present inside the anal canal as a long linear ulcer sometimes with a skin tag outside
3. Most often associated with constipation and hard stools
4. It bleeds which presents as blood streaks on the stools and also on the toilet paper.
In your decription of symptoms you have not mentioned much about pain. So anal fissure is unlikely.

The cut is not inside but rather on the outer edge. It is about a bean size cut-circle. It is not painful but I hate seeing it there. What could it be? and can it get infected? Also what do you recommend as far as treating it?

Since it is on the outer edge, anal fissure is less likely. A patient with anal fissure cant see the lesion himself - its very unlikely
It could be due to any injury or infection.
Unless I examine the lesion, I cannot comment on the diagnosis and the treatment.
