Rectal bleeding is never normal and should always be investigated. The causes can be minor - or, occasionally, more sinister.
However, the main thing is to seek medical advice. I would suggest that unless your doctor can 100% reassure you that the cause is minor (such as haemorrhoids, anal fissure or other minor cause) you ask for a a colonoscopy. Colon cancer can start to occur from age ~40+ and, in view of your family history, the reassurance (hopefully) of a colonoscopy seems well justified.
