Can you have had a low, untreated EF throughout your life?

I am a 79 year old man who was just diagnosed with an EF of 33%.  I was prescribed cardevilol and it made me extremely fatigued.  I have lacked energy and became easily "winded" since my late teens.  Is it possible that I have always had a low EF, or is it not possible to have a low, untreated EF for 60 years?
