Heart, renal and diabetic problem

I am asian.
My father is 76 years old and 58 kg, over 20 years diabetic.
Now both his leg under knee is epedema since three week ago.
He sleep normal but his condition is weak and his blood pressure is 80/58 until 110/65.
I  already brought him to small hospital and doctor just given him oral medicine.
I will bring him to better hospital 5-6 hours by car from my home but I am worry with his condition.
Do this epedema can loss? So I can bring him to better hospital.
I think that on better hospital will have better equipment not only oral medicine.
Is any treatment/fisiotheraphis for chf  to add oral medicine?

Of course he breath not normal but he can sleep on night.
Three week ago he stay one week on hospital because blood pressure 80/60, glukose 548, gout, and creatine 266, can not sleep on night and used oxygen for breath.
What excersice and food for him to make it better and reduce his epedema?

The normal treatment of CHF it is only by oral medication, unless that there is and acute situation that does not seems your case (you do not mention any breathing issue or failure in any other organ).

Probably some of the prescribed pills are diuretics, and that should reduce the edema.

Be sure he takes all of them as ordered and reduce his salt intake.
