Well, you gotta remember, this is Louisiana. You can't get people to work for Money let alone for Free. But you mention "Free Party" they will come from all 4 corners of the State.
Ours is a bit different. Everyone in town gets trash bags, assigned an area and head out to pick up the roadside trash through out the town. Of course it's done on a statewide basis, returnable(5 cent) bottles and cans get donated to local scout organizations etc.

Ours was last weekend; we call it “Earth Day.” Sorry to admit it, but I was confined to my couch and missed it. My Birthday was the day before. Due to my persistent friends and my apparent lack of will power my Sunday was shot.
BATON ROUGE, LA (FOX44) — Louisiana’s Earth Day celebration, one of the nation’s largest environmental festivals, will take place April 27, 2014 along North Boulevard, from the Old State Capitol to Old Governor's Mansion, in downtown Baton Rouge. The festival features hands-on educational activities from noon until 5:00 p.m., and live entertainment on several stages from noon until 8:30 p.m.
The theme for this year’s festival, “We protect what we love,” encourages both individual and corporate environmental awareness and action. Creative exhibits and environmental activities produced by over 400 volunteers will inspire and educate festival-goers on how they can live green at home and work. Regional music and food provide a chance for all ages to celebrate the unique culture of our state.
This year’s music lineup features Sol Driven Train, The Mulligan Brothers, Phat Hat, Terrance Simien & The Zydeco Experience, Geno Delafose and French Rockin’ Boogie, T’Monde, Paul Daigle and Cajun Gold, and more!
Other activies include a Recycling Fair, Master Gardener Expo: Composting and Sustainable Gardens, Nature in Your Neighborhood: Louisiana Wildlife Federation, Wetlands Tent, Earth Day Plant Nursery, Geaux Green with BREC, and the list goes on...
