Just want to clarify -- I "do" like your "pie in the sky" analogy!! Fits right there in with "pipe dreams" and "wanna be's". All seem so fitting for many ideas politicians come up with that require more money than they have to spend. That means they have to figure out how to tap the taxpayers for more, without letting them realize they're getting ripped off. Quite often it's done in the form of a "sales tax"; at least that's what they do around here.
15.5% tax increase? Wow - that's huge, and good question: what happens if the federal money gets cut, as it surely will, at some point.

It's been in the works since to 2003, passed in 2011 I believe (going from memory). Depending on who you believe, estimates of cost to be shouldered by VT taxpayers is $1.6-$2.2 billion above federal incentives the state hopes to continue to receive(what happens if they get cut?). A total additional tax of about 15.5% increase(11% employer/4.5% employee) has been tossed out there.Yet they know tacking that onto the state income tax won't fly.
(I wonder how it would affect those sole proprietors such as myself, another bait and switch like the self-employment tax?)
We'll see what happens, as I say, things do get done--I just don't believe it will happen prior to the governors run for re-election like he's hoping.

Not just your average pumpkin pie either, this one is rough ballparked to cost an estimated $1.6 billion US dollars. Of course no one yet knows where exactly that will come from, or I should say in what form of tax. Long way off to 2017, I'm more prioritized on having coverage on Jan 1.
Judging from the things this President has gotten a pass on - Benghazi, NSA, Obamacare, etc - I'd say he's going to go down in history as being one of the best Presidents, even though we know that if a Republican had been in charge when those things happened, s/he'd have been impeached for any single one.
From what we learned on another thread, the VT single payer system is merely a "pie in the sky", as it was described; there's nothing definite about it.
Personally, I think the whole idea, all along was to get everyone to a single payer system, but of course, since so many didn't like that, we were led to believe that we could keep our insurance if we liked it. From what I can see, at this point, nobody is "exempt" from it; it just might take a bit longer for some of us to be "touched" by it.

There is a bill in Congress now to move all Federal Employees over to it.
The retirees will probably follow.

All of them are going under Medicare/Medicaid
From what I have read the res of the States may eventually follow.

I'm covered! I should say though that for those of you that don't know much about our plan here in Canada -
We get 100% medical - regardless of whether it's a family Dr., specialist, surgeon, hospital stay, etc.
What isn't covered is dental, eyeglasses, prescriptions. Those are covered by my extended health care plan, paid for by my employer. Premiums are 100% covered for me and my entire family. Very nice from my perspective.
Bless me too because I pay for my employee's healthcare - though they do contribute a portion.
I guess I'm in an ever shrinking minority too.

I'm fortunate that I've almost always worked for a company which provides employee health beni's.
The last place I worked, only charge $25/paycheck. The place I work now, pay for the employee completely (adding family members is extra).

Grand Fathered Health Plan
“As used in connection with the Affordable Care Act: A group health plan that was created—or an individual health insurance policy that was purchased—on or before March 23, 2010.”
My company notified me that our Insurance might not meet the Grand Fathered requirements because we changed providers after 3/23/2010. So, for now I chose “I don’t need to enroll. I’m still waiting to hear the verdict.
If I am interpreting this correct, the Grand Fathered status is only prolonging the inevitable. If you have a policy you are stuck with it because if you try to purchase a new policy you will lose the Grand Fathered status. Since no Policy last forever, in time, this will force everyone to Obamacare. So, I’m not buying into this 5% crap.
