I see it as this woman brought this upon herself. All she had to do was take the ticket and be on their merry way.
The trauma of those kids is what got me, to hear them screaming, to see a 14 year old trying to protect his mama. Can you imagine being one of those kids and the police are shooting guns and bashing out the window. Yeah, I think my first impulse would be FEAR! Like I said before, it seems this kind of thing is becoming more the norm than a special circumstance.
Looked like to me he was shooting at the tires not the van itself.
