Yea, that's exactly how super bugs are formed. Doctor's over prescribe anti-bitiocs and then we start getting strains of bacteria that become anti-biotic resistant. People should only use anti-biotics if they really need to.

There was a vaccine back in the day for scarlet fever, but it has since been removed from the market. Simple anti-biotics can treat it though.

Basically its far less of a problem in the United States because of the existence of antibiotics. In countries that can't afford them or don't properly allocate spending on them it can be fatal as it was in the United States before antibiotics existed. If this continues in that country they should most likely authorize a traveler's advisory warning for that country. I believe there is a vaccine for that as well just like when I visited Costa Rica I had to take a full regime of medications that would prevent malaria.
I had it as a kid either with no lasting ill effect. I too was 3 or 4. I wonder if it has evolved or changed or something?
You know scarlet fever was never considered a really bad illness ,times have changed I had it at around 3 year old it was no biggy then .
