Treatment plan

I have new insurance and a new provider and they don't want to take care of a loose tooth, replacing a partial and fixing a cracked filling until they do a deep cleaning and treatment for gum disease.

I understand I need those things but money is a factor, even with insurance.

Do I HAVE to  go by their treatment plan if I can't afford it?  I have Human HI125 which they insist is only a discount plan. I thought it was both.
