It's a good question but impossible to answer without the specifics of your life....being behind in high school is usually a passing phase and things open up in college, and then you catch up...people blossom at different stages of their life...that said, what you have to do is create a good safe plan of experimenting with having friends who are girls first before you have a girl friend in the other sense of that phrase.  You also have to focus on your work..and in this case, your work is to increase your competence in doing school work, and when you work on that, your self confidence will improve, and then your life can improve..in other words, you have to make it work, or it won't work.

Are you ready to get married? If you aren't then don't worry about the girl friend stuff. That will come in time. Besides it will only distract you from the task at hand, that is finishing High School. Trust me having a relationship at a young age is not worth it. It causes too much stress. Adults have a hard time dealing with relationship problems. Students should not have to worry about that kind of stuff especially with all the other things they have to deal with, like with their peers and school work. Besides right now you may think you know what you want in a girl but that is all hormones talking. WAIT it will be better.
As far as your grades that is something you need to focus on now. Perhaps the classes are boring and you just don't want to do the work. Try looking at the classes in a new light. Find something intriguing about each class and go with it. Ask for help and you will be surprised at the help you get and the willingness of a good teacher to do so. You will make a person's day if you are humble enough to ask for the help. Noticing that you need help as you did in your question is the first step to moving forward. I don't know you but I grew up in similar feelings towards school and for me boys because I am a woman. I hope that you can get the help you need and that you think about it very seriously. Have fun in life and do your absolute best. Be humble and except help when given.
For me to turn around it was realizing I needed to increase my spirituality by yes surprisingly reading the Bible daily. It worked and I am now married to a wonderful husband and have beautiful children. See it does all work out in the end if you just be patient.
