3 small white dots on penis shaft

There are 3 white dots about half way up my penis shaft which are hardly noticeable and they don't seem to be getting bigger but I'm paranoid about them and maybe now they are more noticeable. They don't hurt or itch and I popped one and it bled slightly but it came back, it almost seems as if they are whiteheads. They look similar to Forster spots but seem to be above the skin. They are 1mm in size and not hard, it's almost as if I can't feel them above the skin. I'm not sure what they could be. They do not look like genital warts and have been there for a few weeks and haven't grown in size. I recently went to the doctor for an std test and had non gonological urethritis and the doctor looked at my penis and never mentioned anything. Please help, thank you
