Oh thanks! I feel very relieved :D Its the same spot. Like it leaves a brown pigment but then it comes back a couple or so months later but thats it. No other ones.

With a previous history of eczema ,then there is a likely chance that this is eczematous. This appears to be localized but there seems to be no change on the character of the bump. It usually recurs with the same character and it usually affects the same area ( is this correct?). This does not seem something to be very worried about. Keep the skin dry and moisturize the area to avoid cracks or nicks on the skin to avoid further irritation. There is no spread in other parts of the body, no discharge and no pain .The absence of these may help rule out an infectious cause.
No not at all. I was watching for any changes in that and I do not have any pain in Urination or unusual discharge. I have been diagnosed with Eczema just thought it was weird that that one spot reoccurs and never had that before. I do have a lot of sensitivity to heat, sweat and such. I have to stay cool a lot. There is no redness at all when it has that reaction.

I do not think this is an STD. This appears to be a superficial skin condition. It may be a reaction to sweat, or the tight waistbands of our shorts or pants which hugs the waist tightly. It may be dermatitis also. Just try to observe the skin condition. You have noted slight itchiness, redness and pigmentation. This does not sound infectious to me.
Wash the area with a mild soap and keep the area dry always. Wear only loose pants and refrain from scratching or picking on the area.
Is there any change in urinary patterns?
Any pain in urination?
Any genital discharge?
