If there is nothing inside thesde bumps,then molluscum and rash due to friction rub also needs evaluation. Molluscum contagiosum is a common, benign, self limiting viral infection of the skin. In adults, molluscum infections are often sexually transmitted and can transmit from one site to other skin sites by aoutoinocultaion.They appear as multiple, small, dome-shaped papules, often with a central depression or plug.

looked this up, and a lot of the photos i see sound pimple like. These bumps are more like flaps of skin, nothing inside... like the skin is scalloped or like skin tag looking, flat and about 1/16 - 1/8 inch long - but no fluid inside, just flaps of skin. could that still be sebaceous cysts?

From the symptoms it sounds like sebaceous cysts.They are usually painless, slow-growing small bumps or lumps that move freely under the skin. Blocked sebaceous glands, swollen hair follicles and excessive testosterone production will cause such cysts.
Generally no treatment is required but they become painful then it means they are infected,Then surgical excision by traditional wide excision, minimal excision, and punch biopsy excision may be required.
I sincerely suggest you to get an evaluation done from a dermatologist and get it examined.
