Circular cluster of stretch marks?!

I have this strange cluster of stretch marks [IMG]http://i63.tinypic.com/smbvb7.jpg[/IMG] someone please tell me what this means. The leg they are on is hurting to move. I can barely use my muscles to lift that leg forward. I put an ice pack on that leg and found these clusters of stretch marks after taking the ice pack off.
