DSAP spots on lower legs and arms

I have been diagnosed with a genetic skin problem called DSAP. My mother is 88 and her arms and legs are covered in reddish brown rough spots and look terrible. I am 58 and my legs (especially) near the ankles and my lower arms are now becoming covered. I noticed the spots in my late 20's but they first appeared as evenly colored with the rest of my skin but circular with a raised border of skin with a tiny "plug" of skin in the center of each circle. Over time the spots have darkened to reddish brown in the center of  the circle and the the circles have grown larger. I have tried lots of treatments with different dermatologists (Retin A, Efudex, Carak ?, Acid stick held to spots and followed up with painful light treatments). None of these treatments worked and made the red appearance appear more aggravated. I stay out of the sun now and have since I was 33 and the spots starting looking bad. I have tried over the counter concealers and nothing covers the spots without making them look worse. Is there an over the counter or prescription cream that would "calm down" the reddness" in the spots or lighten the brown color in each circle. I have given up on treatments to try to get rid of them. I don't wear skirts or shorts or a bathing suit anymore.

"Idopathic guttate hypomelanosis"- is the impression and is only  of cosmetic importance, if so. Do consult your doc.

I have white spots that look like water drops on my lower legs. I saw a few on my sister's arms also. They don't cause any problems, and just look like my arms and legs have been rained on with white water spots. Have you ever heard of a problem like this one?
