Does this sound like herpes?

I've been having a constellation of symptoms, and the doctors I've seen don't seem to know what's going on.

A few months ago, I had what was diagnosed as a yeast or bacterial infection of the glans. Red splotchiness, pain inside the glans, sensitivity on the skin. Lasted about a month before I got prescribed an anti-fungal/anti-bacterial cream. It helped within 6 hours. The topical pain went away, and the inner pain lessened and was completely gone within a week. I was so relieved. They'd tried me on a yeast infection pill with no effect.

Well, it's back again. I was prescribed a topical steroid cream by a different doctor (mine was unavailable), which made it WORSE after a few days. The pain increased ten-fold, and two red lines, like cuts, appeared on either side of the slit on the glans. All red and blotchy, but no ulcers or circular lesions or anything. The only thing resembling that are darker spots of red that aren't raised, that would come and go within a few days. A few in particular always show up in the same places.

I got the right cream, and it's helped. The difference this time is that I've noticed there seems to be a raised red area at the tip of my slit on the right side. It's not painful, and it doesn't pop. In fact, if I squeeze it, it hurts LESS than if I do it on the right side. This red, puffy area will disappear almost completely and return on it's own within a couple of hours. I'm not currently sexually active, though I was several months ago. Masturbation doesn't have an effect.

I also have had an itchy scrotum, which I've read is a sign of a bacterial infection. About a month ago, it was a bright red, but didn't itch or hurt at the time. It's normal colour now, though.

Despite all this, with the cream helping, my biggest concern is two or three zits on my belt area to the left. It's the same location as last time, and the same number. They're raised red areas, painful, though not really domed. No fluid.

Most of the symptoms have been lessening every day. Save the urethral pain. Sometimes when I urinate, there is pain immediately after for several minutes. It's a specific point inside. If I manipulate my penis at all, that one point inside my urethra hurts. It's a sharp pain. It has me really concerned, as it hasn't really lessened in the past three weeks.

No.  It doesn't sound like anything, except perhaps mild eczema/irritation that's gone.  You don't need to look at your penis quite so closely.  And the bumps on your beltline are not relevant.  Itchy scrotum can be a sign of eczema, not bacterial infection, by the way.
