Eczema?

I've been having numerous sexual encounters, but with the same person. I was single about a month ago at which point I had explored with two other partners. However I don't believe my problem is STD's or at least hoping not. I'm certain the partner I'm with is clean. My scrotum and just below the head of the penis has become extremely dry and is loosing elasticity over the two patches it's effecting. There's not really any irritation whatsoever, although the skin has become slightly shiny. I haven't tried any medication or creams yet, I just now became worried, although it had popped up a few days ago.

I cannot confirm anything without examination but it can be contact dermatitis or eczema. Wash the areas several times with fresh water. Do not use any cosmetic products at the sites. You can apply some calamine lotion at the rash as it will help in soothing the skin. You can take some OTC oral antihistamine medications like Benadryl or Claritin and see if it helps.

For mild-moderate symptoms a weak steroid may be used (e.g. hydrocortisone as dermacort), whilst more severe cases require a higher-potency steroid (e.g. clobetasol propionate, fluocinonide). Use good quality moisturizers to prevent moisture loss from the skin.

If still the symptoms do not improve then please get a clinical examination done by a dermatologist. Fungal infections have to be ruled out.

I have lichen sclerosis which is why I have clobetasol.  Is this bad to use on the face?  This is from a chemical peel on my face neck and chest. I realize the dangers of using too much of this ointment for a period of time, but if I can use it on my face would it work?
