Irritation and cuts and rash

A few months ago I had unprotected sex with a girl and I noticed some bumps on my penis and cuts below the head.  Nothing really hurt but the cut was sore.  When I urinated it was normal.  But They went away and now i have a new girlfriend and we have had uprotected sex and now it hurts her sometimes when we have sex after and she gets a lot of UTIs.  I have noticed now that the cuts came back and i have a rash on my genitals also that is kinda like dry skin.  We both got tested but i am not sure 100 percent if we got herpes tests.  Do you think this could be herpes or just irritation of some sort and maybe she is allergic to my seaman?  Because it seems that this problem started for her at least when I started to finish in her.  Let me know.  Thanks.

WHy does this sound like eczema and not herpes?  What would it be like if it was herpes?  Can you have eczema just in that area and it just started this year?  Thanks.

This sounds like eczema, not like herpes.  I recommend a consultation with a dermatologist, who can diagnose and treat you properly.  I also do not think your girlfriend is allergic to your semen.  Instead, I suspect her irritation comes from the friction of sex.  Better lubrication may help this.
