Fordyce Spots on shaft and base or something else?

I've noticed since i was about 12 these small white dots on my mid way up to my shaft and all at the very base of it. Due to increase in leangnth since puberty ive notice them move visible ,they never irritate and dont really show any signs of spreading other than ive seen from when i was twelve. I feel like they do look visibly unappealing and gone to the point where i cant even think about it without my self-esteem plumetting ,please help me , does this seem like fordyce spots or is it something else entirely (almost like goose bumps but more spread out and a little bigger)
