I have been getting pimple-like red bumps on my lips along with other symptoms.

I have been getting pimple like red bumps over my lips that disappear after a few days but return when my lips are irritated or when I poke around looking to see if it has gone away.

I get cold sores and I know this is not the issue. Starting a month or two ago I thought I had a cold sore, so I applied Abreva and waited, but it did not go away until I stopped applying Abreva and started just putting chapstick on. The bump went away, but came back a week or two later. I may have irritated it and more pimple looking red bumps appeared along the outside of my lip.

The bumps go away and then come back, sometimes in different spots.

One alarming thing is the when I touch and irritate my lower lip, the same cold sore shaped areas are becoming red and swollen, roughly three of them on my bottom lip.

I saw a dermatologist but it was a day when the bumps had gone and when I showed him a picture of the bumps he admitted he had been looking below my lip, not on it. He brushed it off and I would just like to find out what it is and most importantly that it is not cancerous as some symptoms have suggested.
