Help!! Is it excema?

So....my son had lots of bumps/blisters on his hands and they weren't really itchy. I took him to the doc and she's pretty sure it's excema but her colleague said it may be scabies. He's had it for a month and no one else has any bumps. His weren't red except one from playing ball all the time. The rash/blisters were all flesh colored or fluid filled. No he has flea colored bumps on his arm (he does have chicksn skin), I put the steroid cream on his hands and its cleared his hand up very well (a few bumps but mostly dry skin remains). No treatment for scabies was done. So my question is.....could it still be scabies because of the no itchy flea colored bumps on the arm or is this part of the excema/chicken skin?
