Hi Dr, I have a very small "rough spot" on my penis

Hi Dr, I have a very small "rough spot" on my penis, its about half way up on the shaft when my penis is erect and obviously pretty close to my pubic region when my penis is limp. By touch it feels rough, almost wart like due to its protrusion from the skin, by examining it, it seems to be slightly darker than the surrounding skin. Its also the only one i can find. In size, its about as big as the tip of a ball point pen, in other words, about 1mm across.I haven't tried anything so far. I might add that i was in a serious relationship that ended about 3 years ago, we were engaged. Before we became sexually active she told me that she had contracted HPV, but because of the seriousness of the relationship we still carried on, sexually. Its been about 36months since, and I only notices the "bump" about a week ago. Im full of regret, please help

Thank you very much for your reply. Ill try the ointment and anti inflammatory, as you suggested. Not sure if this helps, but I am Caucasian, and I can only see a single lump. It looks like a pimple or ingrown hair in a early stage. Its really minuet and I am quite surprised that i spotted it in the first place. at closer examination, it sits at the point of an underlying vain. I might also add that I have been struggling with haemorrhoids that just don't seem to go away. They sit at the entrance to the anus, about four of them. This has been a struggle for me for at least the last year or so. I then got a hold of some preparation H ointment which seems to be working. The itching and vague bleeding have subsided and it seems to be working. They are now visible as lumps around the circumference of the anus "crown".
Could my penile "pimple" and haemorrhoids be connected in some way? I've also struggled with a skin rash since I can remember, from before I got sexually active. The rash is on the insides of my thighs, on both sides of my genitals. I do treat this rash with ointment and it does subside for months at a time before returning. Left untreated the affected skin becomes raw, itchy and the skin starts flaking. I have also not condoned irresponsible  sexual behaviour in my life and am not one who does one night stands. The sex I have had have been with girlfriends. And I have not had many, three to be exact. I feel like such a failure and so gross for having to deal with this and truly believe that I am not deserving as I have behaved myself.

Without examination,confirmation of a diagnosis is tough but it can be folliculitis, cysts or genital warts(caused by HPV infection).

Apply warm compresses,Neosporin ointment and calamine lotion and avoid messing with it.You  can take anti-inflammatory pain killers like ibuprofen or acetaminophen.If the lumps persist then it will be best to get it evaluated from a dermatologist.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
