How do i take care of reoccuring upper lip irritations?

Medically, for some reason, I am prone to Impentigo, although I am 26 years old I get it between 2-3 times a year, and it does get so severe that it does leave small red scars on my face. So anyway a few weeks after a bout of impentigo I got some ingrown hairs that got stuck on the bright red scarred part of my lips, I exfoliated and removed the hairs but for the past couple of months almost right between my lip and nose I get a heavy patch of dry raised skin. I do exfoliate and it doesn't seem to help, it seems like the very next day the skin comes back. Now the problem is I am in this darn endless cycle that there is thick hair that wants to come out, whatever, but with the dry skin and scarring it cant, so my skin just gets irritated and it always looks like its a fresh scarring wound. I have a small part on the other side of my lip but its the larger and much more visible part that I am worried about, makeup CANNOT cover it up because it just always loosk so dry no matter how much I moisturize. My wedding is coming later this year and I would really like some assistance with how to handle this. this patch of skin is always red and dry and just looks built up. Does can anyone help me? I'm willing to try any suggestion.
